Behind all that Charter Change (Cha-cha) talk and the Senate resolution
on amending the Constitution at this time to usher in federalism is the
agenda of changing the Senate leadership, congressmen yesterday
speculated. Another said all the senators want is for each to be the state
premiers in their region.
Speaker Prospero Nograles, for his part, said he is ready to sit down with
the senators and discuss the Cha-cha move focusing on federalism but

Hanjin’s bribe offer bared; mayor scolded

Hanjin Heavy Industries and Construction Corp., the South Korean firm
embroiled in the controversial construction of condominium units in the
forest reserve area in Subic, is in for more serious problems as the
company earned the ire of Senate probers again, this time stemming
from a reported bribe offer to a local official in Mindanao.
Reports said the Korean firm allegedly offered a P400-million contract to a
municipal mayor in Misamis Oriental in exchange for a reversal of his
order stopping the construction of a $2-billion shipyard which had not

NFA has imported enough rice: GMA 5/2/2008 3:00 PM ET
MALACAÑANG yesterday said the Philippines has already enough to cover
its 10 percent supply gap and that it is buying more rice only for "buffer
stocks."
President Arroyo, in a speech during the general assembly of the
Federation of Philippine Industries, said the country has concluded
contracts with Thailand, Vietnam, and other Asian countries for 1.2 million
metric tons of rice, "enough to cover the 10 percent differential which is

Palace asks private firms to extend rice allowance

PRESIDENT Arroyo has ordered the National Food Authority, the state-run
grain importer, to encourage large companies to fill their employees’ rice
needs in the face of tight rice supplies and soaring commodity prices.
In an executive order she signed on May 2, the President said the NFA
should encourage large businesses to either produce rice or import the

Self-rated food poverty rises to 40% 5/19/2008 2:30 PM ET
Forty percent of Filipino families or about 7.1 million consider themselves
“mahirap” (poor) in terms of food, a survey of the Social Weather
Stations (SWS) showed. The March 2008 survey found that 32 percent
consider themselves as “not food-poor” while 29 percent of Filipino
families put themselves on the “food-borderline.” The latest score of 40
percent is an increase from the record-low 34 percent in December 2007,
the SWS said in its First Quarter 2008 Social Weather Survey, conducted

GSIS asks SEC for 5 seats to wrest Meralco control

State pension fund Government Service Insurance System (GSIS) asked
the Securities and Exchange Commission (SEC) yesterday to award it five
seats in the board of directors of power giant Manila Electric Co.
(Meralco) that would effectively give government control of the firm.
Key to the demand of the GSIS are proxies voted by the Lopez group
which GSIS president Winston Garcia questioned and on which the SEC
issued an order to be set aside for validation during the Meralco annual

Bangko Sentral poised to raise interest rates 5/28/2008 2:00 PM ET
THE Bangko Sentral might raise interest rates if inflation accelerated and
threatened to breach its target of 2.5 percent to 4.5 percent for next
year, Gov. Amando Tetangco said. “If we see there are clear signs that
the inflation target for 2009 is at risk, then we will have to act
preemptively and decisively,” Tetangco said in an interview with

CA issues Meralco TRO vs SEC 5/30/2008 3:00 PM ET
A restraining order has been handed down by the Court of Appeals (CA)
on the election of the board controversy involving the Manila Electric Co.
(Meralco) before the Securities and Exchange Commission (SEC). In a
four-page resolution, the CA’s Special Ninth Division through Associate
Justice Vicente Roxas said it issued “a temporary restraining order (TRO)
so that the status quo be maintained... for a period of 60 days from
service of notice, restraining, enjoining and prohibiting respondents, their
representatives, agents, assignees and all persons and officers acting for
and in their behalf from proceeding on and causing the implementation of
the undated SEC cease and desist order [DETAILS]

Erap: Graft, not world economy, to blame for economic slide

Former President Joseph Estrada, on reports on the economic decline for
the first quarter of this year, yesterday said the slide is not surprising.
Reacting to reports that growth rate has declined to 5.2 percent, the
biggest economic decline in two years, the former president pointed out
in a casual conference with various youth leaders in San Juan that “this is
to be expected because real economic growth must be based on solid
economic foundations which this current (Arroyo) government does not
