DFA Signs MOA with DPWH to Provide Immediate Assistance to “Ondoy” Victims in Pasig

The Department of Foreign Affairs (DFA) and the Department of Public Works and Highways (DPWH) today signed a supplemental memorandum of agreement (MOA) for the release of DFA of the additional amount of PhP15M for Phase II of the Emergency Employment Program in Pasig City under the Arroyo Administration’s Comprehensive Livelihood and Emergency Employment Program (CLEEP).
The additional amount is intended to provide immediate relief and assistance to the victims of last Saturday’s typhoon Ondoy in Pasig City.
This will bring to PhP30M the total amount funded by the DFA for emergency employment in Pasig City under CLEEP.
Last 12 December 2008, the DFA and DPWH executed a similar MOA where the DFA released PhP15M for Phase I of the Emergency Employment Program which has benefitted 1,000 out-of-school youths in Pasig City.
Undersecretary Esteban B. Conejos, Jr. signed on behalf of the DFA while Undersecretary Romeo S. Momo signed for the DPWH. Congressman Roman T. Romulo, who represents Pasig City in the House of Representatives, attended the signing ceremony.
This MOA stemmed from Memorandum Circular No. 168 dated 23 October 2008 directing all departments and national agencies of the Philippine government to draw up and prepare emergency work programs and mobilize all their remaining resources to finance pro-poor programs. The DFA was designated as steward of Pasig City.
The DFA shall immediately release the additional project funding to assist Pasig residents affected by the recent calamity. END

China gives US$100,000 for Typhoon Ondoy Relief Assistance

China turned over to the Philippine Government a cheque donation amounting to US $100,000 (about P4.7 million) on Wednesday as part of its humanitarian assistance for the victims of Typhoon Ondoy.
Chinese Ambassador Liu Jianchao handed the cheque to Foreign Affairs Acting Secretary Franklin M. Ebdalin in a simple ceremony at the DFA. The cheque is in the name of the Department of Social Welfare and Development (DSWD).
The Chinese Embassy earlier donated US$10,000 to the Philippine National Red Cross. On 28 September 2009, at China’s National Day Reception, Chinese company Huawei Technologies Philippines also handed over to Vice President Noli de Castro a cheque to the DSWD, amounting to US $30,000.

Tel Aviv PE Receives RP Advance Party to the United Nations Disengagement Observer Force (UNDOF

The 12 man advance party of the Philippine contingents to the United Nations Disengagement Observer Force (UNDOF) headed by Lt. Col. Leodevic Guinid arrived in Israel on 29 September to assume their assignment with the multinational peacekeeping force in the Golan Heights. Philippine Embassy Chargé d’Affaires a.i., Thaddeus T. Hamoy, Protocol Officers Rex Albania and Alvin L. Conchas III welcomed the party at the Ben Gurion International Airport and assisted them in the arrival formalities. They were also received by UNDOF officials who transported them to Camp Ziouani in the Golan Heights.
UNDOF has been operating in the Golan Heights, the buffer zone between Israel and Syria, for the past 35 years.
The first batch of Philippine battalion will be deployed in early October, composed of 161 personnel from different branches of the Philippine Armed Forces. The Filipino soldiers will replace a Polish battalion. The changeover ceremony will be held 22 October at Camp Ziouani (Israel Side). High ranking officials from the Philippine Government and the AFP are expected to attend the changeover ceremony. END

Philippine Embassy in Pretoria Hosts Sungka Festival for Filipino Children

Philippine Ambassador to South Africa Virgilio A. Reyes, Jr. reported to the Department of Foreign Affairs that the Philippine Embassy in Pretoria hosted a Sungka festival for Filipino children in Pretoria on 24 September 2009 at the Embassy grounds.
The Sungka festival is in line with the Embassy’s Munting Paaralan series of activities for the year 2009, which aims to inculcate Philippine traditions, culture and values to Filipino children.
The festival started with the singing of the Philippine National Anthem. Cultural and Information Officer Helen R. Firme-Subido gave a short lecture and carefully explained the mechanics of Sungka to the children and taught them how to play with the help of volunteer assistant teachers from the Embassy and the Filipino community.
The Sungka festival was actively participated in by 20 children. The matches were divided into two groups, separating the children aged 9 and below from the ones aged 10 and above. Top three players for the 9-and- below group were Ynesa Bethia S.M. Arbado (champion), Kyla Jeanine F. Subido (1st runner-up), and France Czyrel D. Maniago (2nd runner-up). Winners for the 10-and-above group were Gabriel Handloegten (champion), Mirielle April B. Wacal (1st runner-up), and Fiona Handloegten (2nd runner-up).
After the awarding of prizes, the children were treated to a merienda prepared by the Embassy. END
